Andrew F. Kagen joined the York law firm Ream Carr Markey, Woloshin & Hunter, LLP, in 2014 as an of counsel attorney. Kagen brings to the firm more than 38 years of extensive experience in corporate, business, and tax law, estates/wills/trusts and estate planning. Previously, Kagen was a co-founder and partner of Kagen MacDonald & France, and was of counsel to France Paskey.


Attorney Kagen graduated from the University of Maryland, with a BA in Psychology and received a Juris Doctorate degree from George Mason School of Law and a Masters of Taxation (LLM) from Temple University. Andy has 38 years of experience in the practice of law and concentrates his practice on federal and state taxation law. Andy advises clients on real estate matters, business formation, financial planning, estate planning – both simple and complex planning, estate administration, and wealth transfer. He has specialized knowledge through years of practice and education in representing small to medium size businesses in multi-generational estate planning and business succession matters, and has lectured to numerous religious and community organizations on estate planning.


Andy is admitted to the Bars of the Supreme Court of the United States, the Supreme Courts of Pennsylvania and the District of Columbia, the United States Tax Court, and the United States District Courts for the Middle District of Pennsylvania and the Eastern District of Pennsylvania. He is also a member of the Pennsylvania Bar Association and the York County Bar Association.


Andy is a former President of the York County Bar Association Trust and Probate Section and is a former President of the York County Estate Planning Council. He is a Lifetime Fellow of Kingston Who’s Who and an inaugural member of the York County Community Foundation’s Professional Advisor Recognition Society. Andy has previously served on the board of numerous nonprofit organizations in York, PA.

Amy J. Phillips' practice focuses on Family Law.


Amy is originally from the Pocono Mountains of Pennsylvania where her parents and twin brother still reside.  She graduated cum laude from De Sales University (formerly Allentown College of St. Francis de Sales) in 1997 with a Bachelor of Arts in Criminal Justice and minor certificates in Political Science and Spanish.  Attorney Phillips then attended The Dickinson School of Law of the Pennsylvania State University earning her Juris Doctorate in 2000.  Attorney Phillips was admitted to the Pennsylvania Bar in October 2000 by The Honorable Jerome P. Cheslock.


From August 2000 through August 2001, Attorney Phillips clerked for The Honorable Jerome P. Cheslock of the Court of Common Pleas of Monroe County in Stroudsburg, Pennsylvania.  Thereafter, Amy began practicing as an Associate Attorney for Hoffmeyer & Semmelman, LLP, in York, Pennsylvania in August 2001 until January 2014.  From January 2014 through March 2016, Amy practiced family law with Mooney & Associates and then spent a brief period of time practicing at the Family Law Practice of Leslie S. Artz, Esquire.  Most recently, Attorney Phillips was a Senior Associate Attorney Blake & Schanbacher Law, LLP for six (6) years from June 2019 through August 2025.  In September 2025, Amy joined Ream, Carr, Markey, Woloshin & Hunter, LLP, as a partner.


Throughout her career, Attorney Phillips has been active with the Family Law Section of the Pennsylvania Bar Association.  On three (3) occasions, Amy served on Council (3-year terms), which is the governing body for the Family Law Section.  Amy participated on the Programming Committee for several years, which organizes and plans the Family Law Section's biannual Winter and Summer CLE Meetings.  In 2020-2021, Attorney Phillips co-chaired the Programming Committee for that year's Winter and Summer CLE Meetings.  Attorney Phillips has also authored several articles and/or case notes for the Pennsylvania Family Law, a publication disseminated to attorneys in the Family Law Section throughout the Commonwealth of Pennsylvania.


Amy resides with her husband, David, in York with their youngest child who attends the Central York School District.  Amy's two (2) stepchildren are now adults and building lives of their own.  Amy regularly volunteers in her son's classroom as her schedule allows.  Amy and her family are active members of Zion Lutheran Church and is the former President of the Zion Lutheran Church Council where she served two (2) terms.
