Mr. Markey is an experienced attorney in zoning, land development, subdivision and municipal matters, having practiced law in York and surrounding counties since 1988. In zoning, land development and subdivision matters Mr. Markey represents a wide variety of private entities. He also represents zoning hearing boards and various municipal entities. Mr. Markey has served as a lecturer on zoning and subdivision/land development matters for the York County Bar Association. 


On the Zoning Hearing Board level, Mr. Markey currently represents:


  1. Dover Borough Zoning Hearing Board; 
  2. East Prospect Borough Zoning Hearing Board;
  3. Glen Rock Borough Zoning Hearing Board;
  4. Hallam Borough Zoning Hearing Board;
  5. Lower Windsor Township Zoning Hearing Board;
  6. Red Lion Borough Zoning Hearing Board;
  7. Springettsbury Township Zoning Hearing Board;
  8. West Manchester Township Zoning Hearing Board;
  9. West York Borough Zoning Hearing Board;
  10. Windsor Borough Zoning Hearing Board;  and
  11. Wrightsville Borough Zoning Hearing Board.


On the general municipal level, Mr. Markey represents:

Mr. Markey has served as special counsel for different municipalities on various zoning matters. 

He has represented the City of York in the defense of its zoning and zoning map designations against developer challenge on quarry expansion. Mr. Markey has also served as special counsel for Hellam Township and Yoe Borough on specific zoning enforcement actions.

On the private level in representing clients on zoning and municipal related matters Mr. Markey has handled a wide variety of cases including complex matters dealing with hotels, churches, large scale residential real estate and commercial developments, convenience stores and adult entertainment facilities, Gettysburg Battlefield Museum and opposition to big box stores such as Walmart. Mr. Markey has handled appeals before the Commonwealth County of Pennsylvania and the Supreme Court of Pennsylvania related to zoning and municipal appeals.

On a private level, Mr. Markey has provided zoning and municipal representation to private entities a short, diversified sampling of which includes:

  1. Adams County Historical Society;
  2. Country Inn and Suites Hotels;
  3. Hayshire United Church of Christ;
  4. OSS Health;
  5. The International Union of Machinists and Aerospace Workers;
  6. Roman Catholic Diocese of Harrisburg; and
  7. Rutter’s and Rutter’s Convenience Stores.

Mr. Markey is a graduate of Juniata College in Huntington, Pennsylvania (B.A. the Honor Society of Juniata College, 1982) and the Whittier College School of Law in Los Angeles, California (J.D., 1985). Mr. Markey is a member of the York County Bar Association and Pennsylvania Bar Association. He is admitted to practice in the United States District Court for the Middle District of Pennsylvania and the United States Court of Appeals for the Third Circuit.
